    Do You Know About The New Inspections Law?

    New Law Allows Builders To Obtain Inspection By State Inspector When Requested Inspection Is Not Performed By A Local Department Within Two Business Days

    On August 1, 2018, an important provision contained in HB 948 (Building Code Regulatory Reform Act of 2018), NCHBA’s top session priority, became effective. It allows a builder to request the assignment of a state inspector by the NC Department of Insurance’s Engineering & Codes Division (DOI) whenever a local inspections department fails to perform a requested inspection within two (2) business days.

    The state inspector will be assigned from the “inspector marketplace pool” composed of fully-credentialed, retired Code-enforcement officials. The builder will pay DOI for this service at a rate set by the law at $30 per hour for the inspector’s services plus mileage at the state rate. The law further allows the builder to recoup the portion of the permit fee for the requested inspection not provided by the local jurisdiction. Requests for the assignment of a marketplace pool inspector should be directed to Deputy Commissioner Cliff Isaac at Cliff.Isaac@ncdoi.gov.

    We believe this new law, along with efforts by DOI, are responsible for recent reports suggesting that inspection departments across the state are performing requested inspections within the two-day timeframe as contemplated by this new law.

    Contractors Needed To Help With Hurricane Matthew Recovery

    The NC Division of Emergency Management is seeking licensed NC general contractors to submit proposals to provide construction management services, including rehabilitation, reconstruction, elevation and new construction of approximately 1,200 or more single family homes that were damaged or destroyed by federally declared disasters in North Carolina in 2016.

    We are looking ahead to spring and our upcoming Parade of Homes. This year will mark the 32ndAnniversary of this prestigious event consisting of a new-home showcase, and a competition among our builder members. This year’s event features over 75 homes from the Wilmington Region ranging in price from under $200K to over $2M. We are actively seeking HBA members from outside our area that would be interested in travelling to Wilmington to help judge our competition.

    For participating judges a complimentary overnight stay will be provided Thursday, April 26th with in-home evaluations taking place on Friday, April 27th from roughly 8:00am to 5:00pm. If interested, I would ask that you please reach out to Naomi Wright at naomi@wilmhba.org. From there she can get you the application and all the corresponding documentation.
